If anything or substance does not contain function ability or utility value, it is termed neutral stuff. An economic or productive factor required to accomplish an activity, or as means to undertake an enterprise and achieve desired outcome. Three most basic resources are land, labor, and capital; other resources include energy, entrepreneurship, information, expertise, management, and time. Hope it helps

The difference between resources and neutral stuff are given below---
1)All the materials essential for human living is known as the resources where as materials found on the earth which are in no way useful or harmful to man is known as the neutral stuff.
2) Resources are useful to man at present where as neutral stuff may be useful to man in the future.
3) Resources can change into neutral stuff in future where as neutral stuff may change into resources in future.
4) Examples of resoures-- air, water, soil etc
Example of neutral stuff--Untill man did not know the use of coal, it was a neutral stuff.
