1. When Water is in its Solid Form(Ice) below 0° C, it has a Cage like Structure within which gases are trapped due to which Volumeof Ice is large. At 4° C, the Cage like Structure of Ice starts to break and the Gases escape out due to which momentarily the Volume of Water decreases.
2. Since ice is bad conductor of heat, after some thickness the heat from water can't be radiated to the atmosphere again that keeps the water below the ice in liquid form and warm. Because of the above phenomenon, lots of life can be supported inside the freezing lake and river in winter.
