Its Simply not possible.
Because
4q + 2 = 2(2q + 1)
This means if a positive integer existed in the form of 4q + 2 then it needs to be an even integer. But not every integer is even.
Hence, every positive integer can be of the form 4q + 2 where Q is an integer is false because some are odd also
