it cannot form c4- because it is very difficult to hold all the extra 4 electrons added to it , hence it becomes highly unstable

it cannot form c4+ because it requires very high energy to remove electrons as we remove them , the energy required to remove the next one will be difficult and it will be very difficult to remove 4 electrons as it requires very high energy
