9  is repeated 3 times

7 is repeated 2 times

1st digit can not be 0

1st digit  = 9   Then  9!/2!.2!  = 90,720

1st digit  = 7   Then  9!/3!.   =   60,480

1st digit  =  1,  2 ,  4 ,  8  ( 4 ways )  =  4 *  9!/3!.2!  = 1,20,960

Total possible distinct numbers =  2,72,160
