We can't. Corruption, at least in India is one of the few low risk high reward ways by which people can earn extra money. Excessive corruption is a problem in India and asking how to reduce it is a legitimate question but stopping it is doomed to be an exercise in futility.
What are the reasons for corruption, or to narrow it down, why would someone take a bribe? I can think of three reasons:
1) Underpaid government employees seek to supplement their meagre income with some "business on the side".
2) People intending to flex their muscle.
3) Employees simply wanting to make a fast buck because it's easy and the probability of getting caught is very low.
