I assume this is related to filtration in the kidney..

The glomerulus of the nephron is involved in the filtration of blood

The glomerular filtration membrane has small pores which allows only plasma and the dissolved electrolytes and waste products to pass through

The plasma proteins and RBCs are larger in size and hence can't pass through the filtration membrane

Also the filtration membrane is negatively charged which repel the plasma proteins since they are also negatively charged.
