the military” is part of the government (normally a relatively small part of the government in most Western nations - whose governments direct most of their spending on other things), democracy is the system of government itself.
Are you really asking “is military government better than democratic government”? Normally I would say “no - it is not” as the people should have a way to peacefully remove a government they can not stand, and democratic elections (as long as the elections are not rigged) provide the opportunity to do that. However, there may be rare circumstances where a military coup is the “lesser evil”. For example the National Socialist German Worker’s Party (the Nazis) was the largest party in the German Parliament in 1933 - it was clear that no stable elected government could be created without it, so the choice was between the Nazis and a military government. I think a military government would have been the less bad choice - and I would have supported the various plots in the 1930s and early 1940s for a military coup in Germany, even though it was clear that Mr Hitler and his National Socialists had the support of much of the German people. A military government is very bad indeed - but sometimes (sometimes) an elected government is ever worse.
