Coming Together Federations :

• It involves independent states coming together on their own to form a bigger unit, so that by pooling sovereignty and retaining identity they can increase their security.

• All constituent units have equal power and have strong vis-a-vis the federal govt.

• Eg : USA, Switzerland, Australia.

Holding Together Ferderations :

• When a large country decides to divideits power between the constituent states and the national govt.

• The Central govt. tends to be more powerful than the states.

• Eg : India, Spain, Belgium.
