I disagree with the statement and think that the answer should be false. As the aim of fictional writing is to make use of imagination and creativity for the purpose of entertainment and not evil purposes. Even if a story is based on a true incident, it is tweaked truly for entertainment. The plot is invented by the author and the characters are also made up by the author but the motive is not to distort the truth to present evil things.
