reflex action is an involuntary action done by spinal cord in response to stimulus.

Reflex arc is the path through which reflex action takes place.

reflex arcs are formed in the spinal code itsel f although the information input goes on to reach the brain a reflex arc is neutral pathway that controls an action reflex in higher animals most sensory neuros donot pass directly into the brain but synapse in the spinal cord
