Wxplain why, when some water is poured on soil, it gets absorbwd but the same qater flows down poured on a cemented floor

The particles of soil have spaces between them and disk space allows water to penetrate through them while in the cemented floor there is no space between the particles of the cement and this is the reason why cemented floor water cannot penetrate
