 {x}^{2}  = 4y

Differentiate w.r.t X both sides :

 \implies \:  \frac{d}{dx}  {x}^{2}  =  \frac{d}{dx} (4y) \\  \\  \implies \: 2 {x}^{2 - 1}  = 4 \frac{dy}{dx}  \\  \\  \implies \:  \frac{dy}{dx}  =  \frac{2x}{4}

To find at x=2

 \implies \:  \frac{dy}{dx}  =  \frac{2x}{4}  =  \frac{4}{4}  = 1
