Magnesium is an active metal, means it is reactive even in moist air. So it displaces H from H2O and forms an oxide coating (MgO).

But for it to burn in air we need to remove the coating as it makes the ribbon reactive. Hence it is cleaned.

We can also strongly heat it to remove coating
