x = ( \frac{3}{2} )^{2}  \times  (\frac{2}{3} )^{ - 4}  \\  =  x =  (\frac{3}{2} )^{2} \times (\frac{3}{2} )^{4} \\  = x = ( \frac{3}{2} )^{6}

Therefore,

 {x}^{-2}  = (( \frac{3}{2} )^{6} ) ^{-2} \\   = x = ( \frac{3}{2}) ^{-12} \ or \ ( \frac{2}{3}) ^{12}
