For this equation, Let's take the LCM in L.H.S.

 \frac{x}{3}  +  \frac{5}{2}  = \frac{ - 3}{2}

L.C.M of 3 & 2 is 6.

Therefore, we have,

 \frac{2x}{6}  +  \frac{15}{6}  =  \frac{ - 3}{2}

 \frac{2x + 15}{6}  =  \frac{ - 3}{2}

Taking 6 to the other side, we have.

2x + 15 =  \frac{ - 3}{2}  \times 6

Which gives us

2x + 15 =  - 9

Taking 15 to the other side, we have,

2x =( - 9) + ( - 15)

2x =  - 24

x =  \frac{ - 24}{2}

Therefore,

x =  - 12
