by \: remainder \: theorem \\ x = - 3 = 0 \\ x = 3 \\  {x}^{3}  + 4  {x}^{2}  + 3x - 4 \\  =  {3}^{3}  + 4( {3}^{2} ) + 3(3) - 4 \\  = 27 + 36 + 9 - 4 \\  = 68
