X gives some cloth to a tailor for making a suit of it. The tailor’s charges are settled at Rs. 5000. After the suit is ready A tenders Rs. 5000 for the charges but the tailor refuses to deliver the suit till A pays an old debt of Rs. 1200. Is the tailor entitled to do so?

Tailor is not entitled to refuse because he has to agree upon this at the time of the contract's commencement.

As he initially settled his charges at Rs. 5000. So, he is expected to charge only Rs. 5000 from the tender. He cannot ask for more price which was initially fixed.
