X Says,” I will defame Y I don’t like him. I will even say false and mean things about him that will cause damage to his reputation.” Is the action of X protected under Right to Freedom of Speech? If not then state the reason.

No it is not, Right to freedom is only liable if one rights are getting hampered but if you are defaming other and if a chargesheet is registered, then you are likely to be served in a jail or Money whichever is feasible.
