applying this identity we get,
$\frac{ {x}^{ - 1} {y}^{4} }{ {x}^{ - 5} {y}^{ - 3} } \\ \\ = > {x}^{ - 1 - ( - 5)} {y}^{4 - ( - 3)} \\ \\ = > {x}^{ - 1 + 5} {y}^{4 + 3} \\ = > {x}^{4} {y}^{7}$
