x to the power negative 1 (-1), y to the power 4 divide by x to the power negative 5 (-5), y to the power negative 3 (-3)

given question,

 \frac{ {x}^{ - 1}  {y}^{4} }{ {x}^{ - 5} {y}^{ - 3}  }  \\
we know that,

 \frac{ {a}^{n} }{ {a}^{m} }  =  {a}^{n - m}  \\
applying this identity we get,
 \frac{ {x}^{ - 1} {y}^{4}  }{ {x}^{ - 5}  {y}^{ - 3} }  \\  \\  =  >  {x}^{ - 1 - ( - 5)}  {y}^{4 - ( - 3)}  \\  \\  =  >  {x}^{ - 1 + 5}  {y}^{4 + 3}  \\  =  >  {x}^{4}  {y}^{7}
