The three friends working are X, Y, and Z.

There are 3 levels of management in a company, namely, Top-level management, middle-level management, and low-level management.

When we look at X's problem, we see he has trouble motivating the people he works with. This coincides with the responsibility of a low-level manager who has to coach people, make operational decisions (purchasing two new machines in this case), and help them emotionally. Hence, X belongs to Low-level Management.

Looking at Y's problem, we get an understanding of the fact that his responsibilities are bigger and much more.

Middle-level managers are supposed to help with problem-solving, team building, coordination among colleagues, etc.  Y seems to be having similar concerns which inform us that he is a middle-level manager or belongs to Middle-level Management.

When we take a glance at Z's problem, the first thing that catches the eye is "I will be ultimately responsible". Furthermore, we see he has to decide for a longer period of time. This shows us that he has to be the ultimate leader and come up with plans for policies. All this makes it clear that he is concerned with Top-level Management.
