\tt \longrightarrow \:  {x}^{2}  + 4x + 4 - 4 - 9 =  {(x + a)}^{2}  + b

\tt\implies \: {(x + 2)}^{2}  - 13 =  {(x + a)}^{2}  + b

On comparing, we get

\tt\implies \:a \:  = 2 \: and \: b \:  =  -  \: 13

= x²-x²4x-2ax-a² -b = 9
