Xylem is a permanent tissue, which has completely opposite nature to that of meristematic tissue. Meristematic tissue is a mass of undifferentiated cells capable of cell division which carry out growth of plant body, either increase in height or in girth, depending upon position of meristematic tissue.

Whereas permanent tissue is a group of cells in which all cells are differentiated; means they have lost their ability to divide and have developed some set of features to perform a function for which they are developed.

Permanent tissues in plants are of two types depending upon nature of cells forming them. They are, Simple permanent tissue; in which constituent cells are of same type, performing same function, and are with same set of characters , and Complex Permanent tissue; in which constituent cells are of different types, performing different functions, which are in correspondance or supportive to the general function of tissue, and are with different set of characters.
