Y + 1 by 3 minus y minus 1 by 2 equals to 1 + 2 y by 3

 \frac{y + 1}{3}  -  \frac{y - 1}{2}  =  \frac{1 + 2y}{3}

 \frac{2y + 2 - 3y + 3}{6}  =  \frac{1 + 2y}{3}

  \frac{ - y + 5}{6}  =  \frac{1 + 2y}{3}

 \frac{ - y + 5}{2}  = 1 + 2y

2 + 4y =  - y + 5

5y = 3

y =  \frac{3}{5}
