y is directly proportional to x+3

Let k be a constant.

such that y=k(x+3)

==> y=8 and x=1

==> 8=k(1+3)

==>8=4k

==>k=8/4

==>k=2

When x =2:

y=k(3+x)

==> y=2(2+3)

==> y = 2*5

==> y=10

The value of y is 10

Hope it helps you.
