102° C water will not freeze because it contains solute due to which it's boiling point and melting point both increases.
hope its helpful.

It is because sample ‘B’ boils at 102°C while the boiling point of pure water is 100°C. It means this sample contains impurities. Only pure substance has sharp melting point.
