Well a bike needs a higher level of skill to operate and control on the road. You need to consider that.
Your dad is NOT WRONG. But he probably does not know that bikes are easier to operate and maintain than a car. And like seatbelts they too have got a requirement for proper riding gear to save the rider in case of an accident. By proper riding gear i refer to a complete package of:-
Riding jacket
An ISI certified helmet
Gloves (hand gear)
Boots
Now with all these things, you can save yourself and be in one piece in case you are in an accident which may not be your fault.

Some weeks back someone posted a question of giving a 970 cc Paneagale bike to his 18 year old son for the first time. We in india cannot even use a 250 properly and this guy is giving his son a 970 cc bike to a totally unskilled rider!
So if you can promise your dad that you will never be rash on a bike and wont pull stunts for whatsoever reason and never break traffic rules i guess that should convince him.
In case you are unable to do so, better to use a 250 w electric scooter that can keep you at a safer stance because you cannot pull stunts on it neither can you overspeed because they are limited between 25 to 30 kmph. And they dont need a license and registration.
But make sure you NEED a bike and just not WANT it because PEERS HAVE IT.
