You can also be at the school. The difference is that 'at school' includes the idea of a being a student and being there for the purpose of learning. If you're a cleaner or a person delivering textbooks or a parent picking up your child, you're at the school. You park outside the school, stand near the school, go inside the school, and so on. (And students are at the school if they go there at the weekend to steal things from it.)
