It would not be wise to extend the permanent settlement to the Presidency of Madras because it had many disadvantages:
1. The system had an adverse affect on the income of the company. The revenue was fixed on the low side because there was no proper measurement.
2. It was beneficial only for the landlords. The farmers continued to be harassed by the landlords. The condition of farmers did not improve.
3. The landlords led a luxurious life and did not do anything to improve the agricultural produce.
