it is very simple. first dip the red litmus paper in three test tube separately. basic solution can change the colour of red litmus into blue while acids can change the colour of blue litmus into red.
one of the litmus paper changes to blue out of three litmus papers dipped in three test tubes. so that is base solution. then you are left with acid and water.
now you have Blue litmus paper (red litmus paper dipped in base). deep in 2 other test tubes. 1 out of two changes the colour change of blue litmus into red that is acid solution. and the remaining one is water.

Explanation:

If the colour of red litmus does not change then it is acid. If the colour of red litmus changes to blue then it is base. If there is slight change in the colour of red litmus (such as purple) then it is distilled water.
