The education act 2009 can be implemented by taking serious steps and concentration. Some of possible suggestion are as follows.
One of the best way is by spreading awareness among the general public about the  importance of the education . 
The other way is by lowering the fees of schools as well as the free education and book for the children  which would be a great help in this regard.
Also, the parents whoa are not sending their children to school intentionally must be told that they should educate their children otherwise handled them properly.
Moreover, the child labor children must admitted in the schools instead of work.
