The caretaker government continues to govern until a new government is appointed, but deals only with ongoing business. It does not deal with any politically sensitive (i.e. controversial) issues. The Senate and the House of Representatives decide which issues are controversial.

2> In My Education System, there would extremely Highly Educated Teacher as well as more educated than IAS officers, etc... And I would recommend the Rule that ONLY THEY CAN TEACH WHO WOULD REALLY MAKE EASIER STUDY.
