That country is full owned by a person . He is the owner of all places, houses etc. He can never be arrested. If you want to change the person , you can't . It is said a democratic country coz voting system is also there but there is only one representative. You can't go against the Kim jon un ( the person who leads the North Korea called dictator also) where as in India there is fully democratic system. You can go against the Prime minister or President.
