Connect two resistors in series,the total resistance is R1=8+8=16
then connect the other two resistors in series,the total resistance is R2=8+8=16
Then connect the two pairs in parallel.
that is,let the final total be R
1/R=1/R1+1/R2
1/R=1/16+1/16
1/R=2/16
R=8.
