Weight machine gives weight not the mass.
As far as weight (and not mass) is concerned, cotton is heavier than iron as its decrease in weight due to air displaced is more than weight of the air displaced by iron. Since decreased weight of cotton and iron in air are equal, the real weight of cotton in vacuum is more than the real weight of iron in vacuum.
