we have red litmus paper.we dip it into test tubes ,.The test tube in which it become blue is basic. Then we dip it into other two ,when we dip it into acid's test tube it again become red .In this way we can determine the three.

Answer⇒

take the red litmus and dip it into the three test tubes in which test tube it will changes to blue colour that is basic after that dip it into other two in which test tube it will remain blue in colour that is distilled water as it is neutral and again dip it into the other one if it turns back to red then it is acid.
