First dip the red litmus in any solution and do it with other solution till the time you see a colour change in the litmus paper to blue, as soon as you get blue colour mark that test tube as solution of basic solution as basis turn red litmus blue and keep that test tude aside. now with red blue colour that you have got from the basic solution dip the litmus paper in the test tubes till the time you see the colour change to red again as acid changes the colour blue litmus red, when you get the red colour mark that test tube of acidic solution and hence you are left with only one test tube and that last tube is neutral
