Hey there,
A software will only work if you have your own domain name and a dedicated server for hosting your blog on that particular domain. You can use software's like Wamp Server, IIS etc. but if you are not able to do that you just simply purchase blog hosting from various websites such as Bluehost, Wordpress etc. Another free option is to use blogger to create your blog and host it for free with an SSL certificate.
