This is an ASL prompt for speaking task 3. You can say the following lines or something similar in your discussion for the prompt:

Candidate A: Well, this littering problem is quite a common sight in our country, and our school students are no exception. I just wonder why people litter so much knowing well it looks so bad and ugly.

 Candidate B: My heart pains when I see so many students throwing litter in the class and all around the school campus especially during the dispersal. The maids and the sweepers have to work very hard cleaning the campus!

Candidate A: I think it is the result of lack of discipline taught to them at home and school. Our parents pamper us too much at home; this pampering has made us careless in keeping cleanliness.

Student B: I agree with you. If the students are taught cleanliness habits since their early years, they would be far more careful!

Candidate A: We must do something to stop this flagrant littering What are our options?
Candidate A: We can do much in this regard. We can bring the issue to our class teacher's notice. If you feel it right, we can even go to the principal. What do you say?

Candidate B: We don't need go to the principal straightaway. Class teacher will do first. We can talk to our classmates ourselves on the issue and reason with them about the negative effects of this littering. We can tell them how bad the parents and other visitors must be thinking about us when they come to collect their children during the dispersal.

 Candidate A: Yes, we can also have some posters on 'Stop Littering' or ‘Keep our Campus Clean’ put up in the class and all across the campus, which will serve as reminders to the students.

Candidate B: We can put some of the prefects on duty to see no littering takes place. The culprits can be fined. I am ready as volunteer for the duty.
Candidate A: Very bright idea. Let's go to the class teacher and start working on the mission.

Could the school authorities...?
Yes, the school authorities can be involved to. If the situation does not improve with the suggested measures, the principal can put some teachers on duties, who will take strict action against the offenders and defaulters.
