I would take the friend, who is misbehaving, aside and tell him quietly to behave himself. Explain to him that this special occasion does not warrant such behaviour; at least the dignity of the friend, for whom the gathering has been organised, must be respected. It is not for me to judge who is right and who is wrong, I'd tell him; sometimes, we have to get along with others even in disagreement. In case he still does not sober up, I'd request him to quietly leave the party, feigning illness, because my parents would take severe objection if they came to know of the incident.
