There can be two things we can. do
1) First I will ask the reason why he or she did that, then I will make him or her understand that it's not good
And will make him return the notebook back to that girl and apologize to her that he or she will not do this again
2) I will complaint to teacher for this behaviour of him or her, he or she should had asked if he or she needed help in homework or studies, stealing was not the right way
