(a) three resistor will be connected in series (.b) two resistor will be connected in parallel and one resistor series

~* THE ANSWER OF YOUR QUESTION IS..*~

✍✍✍✍✍✍✍✍________________________________________

the highest resistance will be obtained when they are connected in series I.e

R = 9 + 9 + 9

= 27 ohm

the lowest value of resistance Will be obtained when they are connected in parallel

I.e 1/R != 1/9 +1/9 + 1/9

R=3 ohm

(3) it is not possible to obtain 12 ohm from three restrictions of 9 ohm each.
