In such situation I would first provide them with , proper food, and water.Providing first aid is also important.If possible I would try to give them a safe area to live in.
Making communication posiible so that the people could be in contact with us.Teaching others what caused the disaster, how to rescue from it and what steps to be taken.This would help them to be warned the next time.
