No he is not thinking correct
Factories or all the industries dispose the waste after treatment.But the factories is also wrong whatever he dispose garbage after treatment he is spreading filth to the river and spreading water pollution so throw your all the garbages on that place where the garbage is dispose or making manure.
And the neighbor is also doing wrong thing when he is wrong so he get him also wrong it is absolutely wrong
