When we touch the screen of a television or computer monitor (with picture tube) we get a slight shock because the screen of the television and the hair on the skin get charged due to electro static force.

What happens is that electric charge gets collected on the screen and when a part of the body i.e. a hand comes in contact with the screen by touching it, the accumulated charge on the screen dispenses itself through our body, causing us slight shock.
