Could you spare some time with me?

In interrogative sentences while asking permission to do something or asking other people to do things, normally 'can' is used. But for polite request instead of 'can', 'could' is used. Though it is the past form of 'can' but for polite request to ask permission and so, 'could' is used in the place of 'can'.
