DCPROMO.EXE, the utility is for server promotion to a controller of domain and vice-versa.  

The server cannot promote to a controller of domain automatically.  

This is done on the installation screen of active directory domain services, which require a large number of inputs.  

After installation, it needs to be restarted.  

For windows newer version, instead of this tool, another tool is needs to used from Server Manager.
