You can either use the following discussion or develop your own taking ideas from it:

Student A: Hey I wanted your opinion concerning a very critical issue!

Student B: Sure! What is the problem?

Student A: Do you remember I had talked with you Sameer’s habit of bringing his camera/mobile to school?

Student B: Yes, I do. Did you not ask him not to do so?

Student A: I did, but he does not listen to me!

Student B: This is against the rules! He will be in trouble, so will be you!

Student A: I know it! It is clearly written in the rules and regulations column I the school diary. I will also be in trouble as being the monitor it was my responsibility to inform the class teacher.

Student B: You know he can click any girl’s picture in the class and put it on Facebook or Instagram, then the problem might go beyond control!

Student A: He will not do it. He is just a photography buff! He says he brings it so that he can click the pictures of flowers in the school garden.

Student B: This is silly. There are other gardens in the city too. He can go there and click the pictures there. Bringing camera to school is prohibited. You must act before you land yourself into trouble. You know if the class teacher or any other teacher came to know that you are condoning him, you may lose your monitorship.

Student A: What do I do? He brings it with him quite often. Since he is my best buddy he takes advantage of it!

Student B: You will have to put your foot down. Tell him he has only two options. Either he must stop bringing his camera to school or he must face the confiscation. Just give him last chance; if he does not listen to you, inform to the class teacher.

Student A: Alright. I will do it. Thanks a lot for your advice.

Follow up questions and answers:

a)Would you involve other friends...? Why?

Yes, involving other friends would be a good idea and quite safe. He will come to know that it is really a serious issue; besides if the teacher comes to know, the other friends will stand by me.

b) Would it be a good idea to involve his parents?

Yes, informing his parents can be a good idea as well. The parents will scold him for taking the camera to school as cameras are not to be taken to school. They will take him to ask for breaking the school rules as well as giving undue importance to photography.
