This question is a bit tricky because it is his decision to bring or not to. But still we can try to stop him by making him aware about a luggage checking before entering the institute or u can also penalize him if you come to see about a mobile or camera carried by any student in your class.

oh ok! so this might be the task then u can say like make him aware about the fee he might have to pay for bringing the camera and also tell him about the possibility of loosing in the rush to enjoy with friends.
