The reason could be that his parents love him very much and don't want that he go anywhere from them. Or the reason could be that he do something wrong so his parents think that if he go any place he also do such type of bad thing.
Or the reason may be that his parents think that if he go in the other place and something wrong will happen to their child what can they do.
You have to convince his parents that you take care of his child and take responsibility of him.

That reason can be that his parents has never sent him away from them for long time and so don't believe that he would be able to take care of himself.
Or it can be that also as usually the picnic in most of the school comes in the time period of January- fab which is so close to the final exams . He must not have completed his course and is not allowed to go.
You can convince his parents by saying that u will take care of their ( your friend too ) and afterwards help him with his studies also.
